I think it's generally not a crime to have a terrible thought pattern in the united states. There are probably people who think of poisoning someone and then don't do it, and we think they shouldn't be in jail for that. If criminals thought twice before making a search like how to poison someone or how to dispose of a body, it's not obvious that's a bad thing. So i don't know, it's eflyan interesting question.
