Is There a War on the Rocks in Ukraine?

Ryan evans and michael coffman discussed the possibility of a sort of referenda that would be held in occupied territory in ukraine occupied by the russian military. These referenda would start to make these territories at least in russianized parts of of russia administratively. This would be completely intolerable to the Ukrainian government so your question is spot on if this does happen I think that for the Ukrainian government to negotiate it's that much more difficult than before.
