When you run drills, you obviously aren't using real victims. You're using fake victims. So the drill is si lating an event, using people to simulate the event, but the whole event is fake. Then there are drills that go live. And what that is is exactly what it sounds like. All the infrstructure, all the people, all the fake victims, are in place for it to be a drill,.
