Introduction
Michael Marin organized a raffle to give away his multi-million dollar home. He was in dire financial straits and had very few liquid assets at all. His bank account contained more than $900,000 earlier in the year but dwindled to $42,700 by the summer. Arizona State authorities determined that the raffle was actually illegal and shut the whole thing down.
