The Importance of Limiting Government
The 10th Amendment exists, which says as much. Congress in its zeal to legislate takes a look at that necessary improper clause and reads it as broadly as it possibly can. There's probably one great example that comes up in every constitutional law class. It was a case called wicked v. Filbert. This was about a farmer who was reacting to a federal law which specified what percentage of his acreage on his farm could be dedicated to growing wheat.
