Penrose's Theory of Quantum Torment

Penrose points out that we don't need evolution. The odds of the atom smashing together into a Boltzmann brain that happens to be Peter with memory, Peter's idea is far more probable than finding yourself in such a low entropy state. So based on that and if we take that idea seriously, then we should all find ourselves in the state of quantum torment right now. And this may seem like a reasonable argument based on what we're saying, but then why are we there now is basically what Penrose is trying to say.
