Only three per cent of kids in rural India were getting fully iminized. So one arm made sure that, without fail there was someone to iminis your child. And another arm did that, but also provide a small incentive. The data shows it's not that they distrust the system, or that they think the emanizations are evil. It's more a question of persist.
