I don't think that dialogue are meant to illustrate agency in the part of interlocutors or learners. So he's trying to do something else. He's trying to just inspire us to remember before we were born when we had a lot of dialectic conversations. There is also the school of thought that whether or not these dialogues are intended as kind of infomercials for Plato's Academy.
