There is usually an engineering leader there who's aware of this but isn't comfortable on saying to the most senior person: "Hey, we need you to stop doing this" I was discussing with a mid stage company whether or not to make it so that if you were primary or secondary on call, you were coding that week and you were looking at the systems.
