Is There a Border Between Strategic and Strategic Nuclear Weapons?
One fear that exists in the community is that these weapons might seem to be more usable because they have more limited effects. So there is this fear that they might be more desirable or more palatable for a decision maker to use in conflict. This would kind of challenge the perception of the nuclear taboo that exists, which is the idea that nuclear weapons are somehow inherently different than any other type of weapon.
