The State Council's New Directive to Combat Youth Unemployment

The state council has released a new directive basically to tackling youth unemployment. One of them is saying that state owned enterprises should hire more public institutions and social organizations should recruit no fewer than a million internship positions for the young. It's also talking about an allowance given a one off round of employment allowance given to enterprises that employ newly graduated people from 16 to 24 years old. So it almost feels like they're just throwing money at the problem and hoping to create these jobs. And I guess some government departments will be actually the receiving end of that because they'll be the first to kind of have to put their money where their mouth is and create some jobs.
