The Role of Security in the CCP

The paper is looking at how the party has thought about conceptualized and articulated the way it thinks about a balance between growth and security. It's essentially questioning whether his speeches about policy are from the outset direct policy determinations that the rest of the Chinese political apparatus follows. If that's true, we should see a really tight alignment between his words and Chinese policy with close to no latency between the declaration and the implementation.
