The economic downturn is the confluence of factors between COVID lockdowns, Russia's war in Ukraine itself. It seems to me that despite an idea that's been floating around the think-tank sphere, that China gets aggressive when its economy goes down because it needs to shift attention to nationalism. When China's economy is doing really poorly, it seeks a benign external environment where it can deal with its internal problems without having the attention split with its external problems. And so then what is the definitive side actor in your view, Rory?
