How to Say Dear to Other English Learners

In the United States that's a pretty outdated thing to say especially to a female. We don't call people dear. The only time we actually use dear is in a very formal letter or a formal email even. If you say that to another native English speaker they could be really thrown off and they might even ask you why are you calling me dear honestly. As an English teacher I definitely understand it's kind of cultural it's being taught abroad as an acceptable thing to say and it's just not common at allwe do not call each other dear in the United States at least.
