i would argue that the largest part of wy pepe became a thing that was destined to last, was that pundits and politicians, including hilary, and media, people kept talking about it. The more clinto talked about it, the more news media wrote about it. Everyone got so excited on forchanks at that's like tht' that' that is them winning than them seeing this thing.
