Drug dogs can be forced, or encouraged, or manipulated to alert any time the handler wants the dog to alert. Many dogs alert rightly, r ain't. The dog has a powerful sense of smell. The dog can con sense the the drugs, or they can be forced to alert. And it's not part of their job. They are literally doing something other than their job while at work. So who knows what happened? Maybe there were drugs on the money. Maybe there weren't drugs on themoney. Maybe the dog just alerted because he was trying to make his handler happy.
