Qatar's investment in creation of Al Jazeera allows a very small country to exercise outsize influence. You know, you can see the relationships that they've built with international universities as a way of upscaling themselves. So I would not go so far when I talk about small states to say that this sort of influence or successes of small states are necessarily to the benefit of everyone in that small state.
