The Civil Rights Act of 1866
More than 2,000 black Americans were murdered during the Reconstruction era. Hannah Arendt: Murder was a common tactic to suppress civic and economic participation. She says federal enforcement was never really sufficient but they did do some things. Werendt: The Civil Rights Act of 1866 is an extension of rights that free black people have been agitating for before the Civil War.
