The Changes in the Energy Landscape
The French once enjoyed near exclusive contracts in many of these colonial holdings. These days, these nations are nominally free to do business for anyone they choose. Total has a pretty distinct set of interests and I doubt that they're going to march into places at the direction of Paris if the terms aren't right. In this industry, the commercial terms are so important to try to ensure an actual return on these investments. And that's not something that governments are generally the best at figuring out.
