The Importance of Intent in Political Speech

I think it is very hard to decide what Trump believe because Trump often believes what it suits Trump to believe. If he thinks that, I just don't see how you can charge him with the fraud in America. And I also know that intent is a part of a lot of laws and you have to determine if he believed it for that reason.
