There are some effects on the margins from sanctions, but there has been a very quick effort to make sure that sanctions don't get in the way of sending aid to Syria. The biggest issue for them is that they are governed by a violent, kleptocratic regime that was willing to destroy large parts of the country in order to stay in power. That being said, they do have an impact and it's an ongoing impact.
