The poor are spending a high proportion of their money on food and accommodation. And the very wealthy are less worried about that because they've got so much more cash to spend. So if you let those energy prices rise, then a large part of your population can't afford to survive. That is a dysfunctional society. They will fight back as best they can, so he's like getting strikes.
