The Chinese Communist Party's Second Five Year Plan
The Chinese Communist Party wanted to launch another second year, five or five year program. They believed that this was ultimately the thing that would be the great leap forward. Didn't matter that the whole experiment that the Soviets had had with their more extreme collectivization had failed horribly. But either way, it doesn't really matter in here. Because it gets bad. And as it got bigger, then people started to resist more. But by then there was already so much government control over all of it. That was not something that they could do.
