Is There a Necessity of the Brain for Consciousness?

If we put human self-consciousness to one side and think about consciousness in terms of a more basic experience of the world, then entities as simple as a thermostat could be said to be conscious. I don't see why consciousness should be restricted to biological systems. Silicon systems do the right kind of information processing. As far as I can tell, there's no obstacle to there being conscious too. What we need is some set of universal principles connecting physical processes to consciousness so we can know just what it takes. It's not something we have yet, but I think it's a goal for the distant future.
