I think it was mostly that everybody was super corrupt. Everybody was making money and the army, I would guess that basically the political common size were also in on this. And so you effectively had a system in which nobody wanted to rock the boat. By the late 2000s, this was becoming a really visible problem. So there were quite open discussions about how bad the problem of corruption had gotten by the 2000s.
