The Story of Ouar's International Operations
Ouar would give donations to law enforcement agencies and then claim credit for operations or undertakings that the law enforcement agency did with that money rather than ouar being directly involved. The Davis County Attorney's office in utah started investigating ouar to begin with but later dropped their investigation no charges have been filed so we may never know exactly what was going on really quickly.
