Assyria started out as a small city state in northern mesopotamia, centred on the city of asur. At the very end of the third millennium b c e, southern mesopotamia fell into a state of unrest and assyria was allowed to blossom as an independent entity. A hurrian speaking empire called the mitani emerged to the west in the fifteenth century b c, e and subjugated their assyrian neighbors.
