How Do We Evaluate China's Use of Technology?

How do we assess the situation and make decisions for ourselves in light of the Chinese experience? I think what we're seeing in Xinjiang should resonate as a warning to anyone outside about how such technology can be used and abused, particularly if there are no safeguards. Such technologies have definitely been used in the European Union and in the UK to help lower enforcement authorities really kind of solve crimes and reduce crime. But in such places, you do have much more checks and balances than China ever did.
