How to Keep Up to Date in a High Level Environment

There's a reason why amazon gov cloud and azure gov and all those kind of exist. A lot of companies took the approaches if I can't control the influx i'mazon just shut it off or put in these antiquated models where my developers have to request the libraries that they want to use. How do you keep up to date in those kind of level environments? It's almost impossible like we're actually going to be introducing something i won't but i've already got a legal talk from my marketing team about shift left.
