Empathy, Ido, That's Right.

In a good society we're smart enough to develop procedures, mechanisms that take things ofour hands. We can set up some fairly neutral triggering procedures that trigger according to objective numbers and judgments. A constitution is a bunch of people saying, look, we are irrational people,. And sometime in the future we're going to be tempted to make dumb, irrational choices. So let's set up something to override our base instincts. This applies at every level. If this many people die overseas under such and so many circumstances, we initiate some sort of investigative procedure. It sounds cold and bureaucratic, but i think it works much better than hot and bloodthirsty bureaucrats.
