Baseljet built the embankment partly for the sewers, partly to accommodate the underground railway. It provides an alternative route from Westminster to the Bank of England and also Victorian embankment gardens which is a much needed green space in that part of London. Gladstone wanted to build offices on them and rent them out and abolish income tax - but W.H. Smith ensured they remained gardens.
