The Importance of Sectoral Sanctions, Right?
The goal of the sanctions really is to sort of like slow the North Korean march towards nuclear weapons, right? I mean, there's a whole sort of like literature on nuclear proliferation that argues that slowing down proliferation is a pretty good end in itself. So if you sort of set up, what you're doing is you kind of setting up sanctions to fail. If we're going to get a deal with North Korea, we've got to be able to trade things away and one of the things they really want is sanctions relief.
