Stalin's Five-Year Plan
Stalin wanted to create an army based on his jiz experiments. He thought ape-human soldiers would be much better than regular human soldiers because they wouldn't complain about food, first of all. They could probably work longer, and most importantly, they wouldn't have brains to rebel against Stalin. Thankfully, the experiments never worked. And even though it was all just a theory, I mean, it kind of makes sense that it's something Stalin would have wanted.
