Texas is suing Pennsylvania, Wisconsin, Michigan and georgia. Texas says the states took non legislative actions to change their election day laws that didn't change the law. The courts got involved and they just randomly recreated new bureaucratic rules, no new laws. These states did not amend their constitutions and their legislative chambers did not choose the electors according to what the us Constitution says. They have to legislatively do it, and they didn't. So s has to claim some injury to texas.
