Is There a Cultural Component to This?

The way we feel about having less time, or too much discretionary time is a function of what society and culture thinks we need to feel. So the question i have is that, do people feel that they need to be busy and work because we've conditioned them to think that's what gives them happiness? For example, if we live in a society where people didn't work as much and they had more free time, whould they miss work? And the question i want to know is that, will this conditioning change if cultural values change?
