Qatar began recovering oil on a commercial scale in the 1940s, though initially most of that money was siphoned off by foreign governments and foreign companies. Qataris citizens are some of the richest in the world but they don't have any say in what their government does. Gender inequality is built into the culture and the system; migrant workers who make up 90% of the country's population are treated in a manner that has been compared to modern slavery.
