Peter Bergen: Countries that are near large, powerful, threatening countries tend to balance. He says Eastern Europe is going to balance pretty actively; Western Europe isn't. And in Asia, the countries that are closest to China, India, Vietnam, ones that have a serious maritime dispute, like Japan, for the most part are stepping up and doing more. "I'm not sure that the threat would be that much increase to them if the US wasn't actively there," he adds.
