The Most Insane Periods of History Are the Ones in Which the Stage Player Is the Real Master

In Rome, for example, which is something Nietzsche's sort of implicitly referencing here, actors were considered a lowly profession. Being an actor, they relegated you to the sort of fringes of society. We might think of how in America we say that Washington is Hollywood for ugly people. There's an element of being an actor, of being a stage player, of having charisma in the political sphere and so on. But it carries with it this danger and unpredictability.
