The code applies to anybody that participates in wholesale FX markets or central banks. Among BISight, it's not just asset managers, but also corporations and trading platforms. So why sell side adopted? Well, a simple answer would be that central banks have a very close relationship with sell side because they deal with sell side with dealers.
