i have no problem concluding that our government has engaged in even extreme forms of misconduct if that's where the evidence points. i want to start by talking about the kinds of theories we're going to be considering. Given the number of proposals that are out there, there's no way to cover them all. As a result, we will not be considering some of the more extreme theories, the ones that are hardest to square with the evidence.
