Serge Pricing - The Only Source of Navy for the Kingdom
Five ports were granted expanded rights, greatly expanded rights. This translated to mostly free hand on the administration of justice and an exemption from taxes and tolls. All for the price of promising that their trading ships would sometimes spend a fortnight a year pretending to be a navy. The king could call upon them for longer service, but he also had to pay extra for that. And you better believe that their rates were going to go up through the roof during serge pricing.
