The writer of hebrews has focused upon the key phrase, new covenant. He's made a mountain out of a molehill. Old testament only uses new covenant one time. In other words, in speaking of a new covenant, he treats the first as obsolete. And what is becoming obsolete and growing old is to vanish away.
