Most lube is not regulated in the US on humans. It has to be tested on animals. Some advice don't use silicone lubrication with silicone sex toys apparently it can dissolve the surface which makes a really bad surface for bacterial growth. And then when you open a condom and it's pre-lubed it's usually silicone lube because it lasts so much longer. However not all are certified latex safe meaning with a condom. There's at least no current evidence that shows they increase the risk of HIV transmission.
