The 28th Amendment to the United States Constitution

Gavin Newsom released an ad yesterday proposing a 28th amendment to the United States Constitution. It would require universal background checks, no loopholes and a reasonable waiting period for gun purchases. CNN's John Sutter says he finds it "a little weird" to enshrine specifics in a constitutional amendment that should be up to voters at the state or federal level. He also thinks some level of like localism does make sense with regard to guns.
