Is the Bible a Time Dependent Book?

The bible is given to us as god's revelation to earthlings. The time frame and the perspective of it is an earthly perspective. There might very well be people on other worlds who have not fallen. We know what kind of revelation god may have provided for people on another galaxy, in a different time frameete galaxy? Well, if there are then we don't know what sort of revelation god gave them.
