Could Justin Twine Be Jim's Killer?

Investigators had one major lead from the house. They collected a backpack that was in the living room. It wasn't anything remarkable, but it did have identifying information. So who is Justin Twine and could he be Jim's killer? I think his hope was that there would be nothing left to track him at all.
