The Consequences of Civil War
Foucault suggests that we are always undergoing a kind of civil war. Civil wars have broken out very often in world history where one half opposed the other. This is why power deploys these penal tactics like exclusion, like redemption and then confinement. It is always exercising these tactics because of that threat of the public responding to the war that's constantly be raged against it.
