In 1820s England or Britain, it's hard to find a more pro-progress time or place. People were starting to recognize some of the safety and even the pollution problems before railroads became a big thing. The world was just objectively much riskier where everybody faced every day. You could catch any disease at any age; we can't anticipate how healthy people will be today.
