As a nation, i think it is much less important to worry about being first than to worry about getting there at all. The most fortuitous thing that has happened for the emerging quana computing industry is that these applications to code breaking actually require really what you could think of as the largest imaginable quana computer. An entire generation of commercial, industrial applications that is likely to be accessible long before ystems are able to solve that particular problem. Ultimately, you can fight fire with fire and use quanta mechanics to protect communication against quantum computing attacks.
