At this point, Hitler doesn't really believe in elections. Democracy and inclusiveness are not on Hitler's agenda. There are plenty of fascists and bloodthirsty thugs in Bavaria that might be interested in joining the Nazi cause. But there are so many different groups out there, all but their own goals and motivations. Winning them over and keeping them all happy will be no mean feat.
